In Cottonwood AZ an excavator failed to determine the owner of a discovered buried utility while digging. A utility was miss-marked by the power company. Because the line was not marked and all utility companies denied ownership, the excavator kept digging assuming the line was abandoned. The line was live. The excavator and his help were permanently injured and court ordered to pay a fine, pay for the power company's lawyer fees and pay to repair the line.
